Message Rules in Outlook Express

I am trying to use the Message Rules in Outlook Express. Rule A sends all
messages from "NYTimes" to a "News" folder and Rule B sends all messages
containing the word "Nigeria" to a "Junk" folder. Rule A appears before
Rule B in the list of rules and I thought that would ensure that Rule A
would be applied before Rule B. However, it seems that whenever a message
from the NYTimes contains the word "Nigeria", it is sent to the "Junk"
folder. Is there any way to order these message rules?
