message rules in Outlook Express not working

When using Outlook Express the email rules option is not working. Have tried
to block the emails not wanted, but the O.E. still accepts these emails.
Tried the rule system too. Can anyone help please?

Sample rule...

Apply this rule after the message arrives
Where the Subject line contains 'viagra' or 'refinance' or 'returned' or '$'
or 'Business Offer' or 'SI Virus Alert'
Delete it from server
