Message rules based on words in body

When creating a new rule based on words in the body only,
the only option is "word/phrase" or "word/phrase". Can a
rule be set up to use "and" instead of "or". So that an
email with "that phrase" and "this phrase" get moved to a
folder? I know that the rule based on words in the
subject or body has that feature, but I need to apply to
the body only.

No, outlook doesn't support AND in rules. You can use advanced find and move
the messages...

enable that functionality?
