"message received" notice for SINGLE message

Outlook Help says I can request this in OPTIONS on my "Voting and Tracking"
tab. When I open OPTIONS, there is no voting and tracking tab. I am using
Outlook 2003.
 
No, it tells you that you can set it when pressing the Options button while
composing and that you can see the responses when you open the e-mail from
your Sent Items folder and select the Voting and Tracking tab.

Try
Tools [Menu]
Options... [Menu Option]
E-mail Options... [Button]
Tracking Options... [Button]
and check Delivery Receipt or even check Read Receipt
