In order to have scheduled a message for delivery at a later time, you must
already have clicked Send. That's what puts the message in the Outbox to
await delivery. If you're using an Exchange server, I think that's all
you'll need.
If you're not using an Exchange server, and if you have Outlook configured
to perform an automatic send and receive periodically, Outlook will send
them at the first send/receive event following the delivery time. I believe
that if you don't have a send/receive interval defined, the next time you
click Send/Receive following the delivery time, the message will be
delivered.
