message on e-mail

Try to open an attachment from a colleague, Above his
name, it states " OE has removed access to the following
unsage attachments"

I need to see this attachment for work and i have no idea
why or how this removed of access came about?

Any suggestions on how to remove this rule?
 
Tools|Options|Security. Then uncheck the second checkbox from the top.
