Im using Powerpoint 2000 and windows Xp,
when I open a ppt file which is opened by other user.
there is no message prompt that "the file is being modified by other user.Do
you Want to open it as read-only?"

What can i do so that it will prompt me that the file was open by the other
user.

This only works when two users have the exact same file open ... not when they
have copies of the same file open.

For example, if your PPT file is on a shared network drive and you both open
it, the second one to open it should get that message.

If you each have copies of the file on your own computer, then you won't see
any messages because they're not the same file.
