Message "Must enable cookies" I have!

I am unable to check-out of a site due to a message
stating "Cookies required" It states that I must enable
cookies. I have gone to the tool menu,clicked on
internet options, clicked on privacy, & set it to allow
all cookies. I have restarted my computer but nothing is
helping.

Any help out there?

Temporarily, under the Privacy tab, slide the Cookie
Control lever to Off, if you are using ZoneAlarm Pro
firewall.
