Clean your Temp and make sure the cookies not be Blocked/Disallowed on your
browser.
Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

Click Privacy Tab then click on Site button and have a look in the Managed
websites section!
Run a disk clean up and Reboot your machine. Try the help through Excel does
it work?

Cookies in Excel?!?!?

I admit I am no "power user" of Excel but I have never heard of
needing cookies enabled for Excel.

If you will have the need (for extra info) to use the help on line search
engine, you will need to connect to the internet , hence cookies!!
If you will use the local help files then there is no cookies <G>
