"Message could not be modified" error when trying to send messagefrom Office 2007 MSG file

Hello,

We have some MSG files that are used as template emails within our
office. After upgrading to MS Office 2007, we found that if we create
a new message in Outlook 2007 or save an existing MSG file after
opening it in 2007(without modifying anything), then when the message
is opened by users with read-only access, they cannot send the
message; they get an error:

"The message cannot be modified. You may not have permission to modify
the message. To save your changes, click the Microsoft Office Button
and then click Save As."

The problem is that we don't want regular users to be able to modify
this message as it's a template. They should be able to open the MSG
file, change a name or something, then send the message. They can do
this with templates that were created in Outlook 2003, so it seems
like it would have to be a setting in Outlook 2007 but we're coming up
empty. The folder and file permissions are set to read-only for
users, but the file itself is not marked as a read-only file.

Any help would be appreciated!
