That is not uncommon when using Microsoft's webnews gateway to Usenet.
Instead use a real newsreader (Outlook Express, Thunderbird, or pick
another that you like). For microsoft.public.* newsgroups, you can
connect to Microsoft's own NNTP server (msnews.microsoft.com).
Otherwise, use the NNTP server from your ISP, if they have one, use a
free one (like Motzarella or Albasani), or pay for one (especially if
you want binary newsgroups).
Often, and despite the error, the post was accepted. The result is
users keep reposting their same message multiple times. Waiting 5
minutes and refreshing the list would've shown them if their post had
been accepted but they figure the error is true, don't think about
waiting and then rechecking, or don't want to wait. Think of it like
the passenger on an elevator that keeps pressing the same floor button
thinking that'll make the door close any faster.
Either use an NNTP reader (server name is
