Menus won't expand

I have a new installation of WinXP SP2 on my laptop. Now I can't get the control panel menu in the start menu to open. It works if I choose the Classic start menu, but if I try to customize the Win XP start menu and select customize--advanced tab--then check "Open submenus when I pause on them with my mouse". The menus will not expand.

Please help, if you can.

None of those tweaks seemed to match my situation. Maybe I just can't
decipher the names correctly. I just want the control panel to expand the
same way it does on my other machine and the same way "All Programs"
expands. If you have the number of a tweak that addresses this problem
specifically, I would appreciate your referral to it. Here it is again:

I seem to have a systemic problem, and I am seeing strange behaviors all
over the place. Over the next few days (if I can't get it fixed otherwise),
I want to collect all the information about these symptoms and post it in
hopes that someone can find a pattern.

I would value your comment on that posting.
