menu items do not appear

Please tell me how to get the menu item server under tools to appear. I want
to be able to create a list of users with permissions to have access to a
page in our web page. Version Frontpage 2002

You must publish the section of the site to be protected as a subweb / subsite to a web host, then
open the subweb / subsite directly on the server in FP, then if your web host allows you will be
able set permissions. If the function is still unavailable then your host doesn't allow you that
option, however they allow it, if they set it up for you. So you need to contact them.
