What program? Some programs like MS Office allow editing menus and
toolbars.

afaik you can't, at least not in any reasonable fashion. The alt-key
combinations in menu's are set up (by the developer) when the program is
written. There may be some way of twiddling it through registry edits
if/once the objects have been registered, but it'd be pretty arcane, and
I don't know what it is.
