Menu bars won't customize

I'm have a problem with Outlook 2003. I like to customize
my menu bars, and place certain icons in certain places.
This was never a problem with Outlook XP or prior
versions.

However, with Outlook 2003, regardless of what I do, the
menu bars will not stay memorized. Each time I close
Outlook and re-open it, the menu bars default back to
what they were before I customized them.

Does anyone have any idea what might be causing this
problem and how to fix it?

Diane, thanks again for the help. I've searched my hard
drive high and low and cannot find a file named
outcmd.dat. Where might that file be located (using
outlook and Office 2003).
