Why no menu bar in Outlook - created my own - but no default?

Recently installed MS Office suite 2003 - just now have need of the FILE menu
in the MENU BAR in Outlook but - no menu bar. R-clicked the tool bar area -
no MENU BAR to checkmark. Went to Customize and to the TOOLBARS tab - no
MENU BAR there either! I created a new toolbar (named it MyMenuBar) and
added all the built-in menus I would normally have in the default MS MENU BAR
- but WHY NO DEFAULT MENU BAR?

Close Outlook. Find and rename outcmd.dat to .old. (If using Windows 2000
or XP, you will need to enable searching hidden and system folders.)

Once you have done so, reopen Outlook and it should open fine. You will
need to rebuild any custom toolbars or customizations as the file outcmd.dat
controls how the toolbars display. When it becomes corrupted, it will cause
Outlook to hang because it cannot create the toolbars that you expect.

Thank you, too. You may have provided your answer several months ago but it
helped me fix the problem today. I still have no idea why the main or
built-n menu bar disappeared but it did. It had been there until a few days
ago. Now, it is back.
