Memory Usage/CPU Usage

Whenever i start up internet explorer, or some type of program, my memory usage shoots up and my cpu usage goes to 100% causing my computer to slow down. I am not able to move the mouse or do anything until it stops, it happens all the time. im wondering if i have a memory leak. what should i do

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show? Are you
running a firewall?
