memory access violation in module kernel32 at 3871:13673827error message

Every time I reboot, I get an error message saying "memory
access violation in module kernel32 at 3871:13673827" (or
another sequence of numbers). This is followed by a popup
window (or multiple popups, one behind the other),
requiring info about me and my PC, some of which I don't
know the answers to, and preceded by a slightly menacing
introduction in non-native English.
To get rid of the windows, clicking cancel doesn't help--
they reappear in momnets. I must manually move each of
them off the screen.

Why does this happen, and what can/should I do about it?

Thanks for any help you can give.Ruth

What does a scan with a current antivirus program (meaning a version not
earlier than 2002 and using updated virus definitions) show? Also,
remove spyware with Spybot Search & Destroy from
www.safer-networking.org and Ad-aware from www.lavasoftusa.com. Be sure
to update these programs before running them. These programs are free,
so run them both since they complement each other. It is best to run
antivirus and spyware removal tools in Safe Mode. You may also need to
run CWShredder from http://www.spywareinfo.com/~merijn/index.html .
Please read the instructions carefully. A great resource for dealing
with spyware is http://www.spywareinfo.com. Also, make sure you've
visited Windows Update and applied all security patches. Make sure you
are running a firewall.
