Nope, they can't be edited because windows doesn't like you or anybody to
mess with security.
You edit them by the user interface (GUI) through GPO or whatever security
you set up on your system.
You will find them crumbled by the way if you opened them.

Nass hit the nail on the head. The best solution if you are wanting to be
able to edit your passwords from time to time is to not use IE to remember
your passwords. Get a USB ID Vault and use it to store your passwords on.
You can also delete all the saved passwords in IE by going to tools >
internet options > Browsing history - Delete > Delete passwords (in IE 7) or
going to tools > internet options > Content >auto complete > Clear Passwords
