Meeting Invitation - Cc Someone Without Inviting??

When I set up a meeting, I can list attendees (Required, Optional, etc.) but
is there a way that I can copy someone so that it is clear they aren't
invited to attend the meeting but that I'm copying them - letting them know
the meeting is taking place?

Not by sending an invitation. Send them a separate message with the meeting
item as an attachment, if you want them to see the meeting details.
