Media Center and disabling subtitles

I cannot disable subtitles in TV. My version of Vista Ultimate doesn't have
TV listed in the settings area, so I cannot fix this. I contacted the
computer manufacturer and they cannot fix a Microsoft issue within Windows.
In order to fix this, Microsoft needs to produce an update for this issue. I
must have an older version of Vista, since my son's computer has the TV
settings in place.

The OEM that supplied the Vista version is responsible. It's part of the
license agreement with Microsoft.
Officially, Microsoft does not provide end user support for OEM versions.
This assumes that your son's computer has Vista as installed by the OEM and
an OEM version.
Are any of the options for "accessibility" (handicapped) turned on?
Are you using a user account that is limited in some way?
I assume that media center is installed? What does the settings main menu
show?

Accessability for handicapped is not an issue.

On the settings screen, the choices are, from top to bottom, are: General,
Pictures, Music, DVD, Extender, and Library Setup. TV should be the second
down, but it is not there. DVD does give me subtitles options, and I was
able to disable them.

I have version 6.0.6001.18000 (longhorn_rtm.080118-1840) copyright
1985-2006. Perhaps a newer version is out which has the TV settings.
Apparently this is a bug which has a fix, but being OEM, there is a question
as to who is responsible to fix it. I can go to Windows Upgrade to get Vista
and Office patches and fixes, why not fix this the same way?
