Meaning of Icons in rules

Can anyone tell me what the little icons that look like a pick and wrench
are for on the right hand side of the rules window? They only show up on
some rules and I can't figure out where they come from and how to get rid of
them.

Anyone??

Those are client only rules. They fire only when Outlook is open.
