Theoretically there is no maximum.
In a test lab on mediocre hardware (a dual P-500 with 256 MB of memory) we
successfully ran a Windows Server 2003 DHCP server with about 5100 scopes
servicing six subnets. The server was hit with a stress application for 48
days, during which time it provided about 68 million leases to (virtual)
client computers. So 200 scopes shouldn't present any problems.
