max open window count

having xp prof, 512mb ram.
while simultaneously supervising few projects, i needed larger number of
windows to be opened at same time [20 int.expl, 20 win.expl, 10 notepad, few
cmd prompt, few remote conn]

what i discovered, in such situations [so many opened windows] system simply
refuses to open new window.
i don't see any particular task uses excesive amout of memory, simply the
windows number counts.
is it normal?
