On word how can I draw a coumn vector?

Use the Equation Editor (Insert > Object > Equation Editor). On the
editor's toolbar, the vector and matrix layouts are on the far right.

If you don't see the Equation Editor in the Insert > Object dialog,
you need to rerun the Office installer, tell it you want to customize
the installation, and choose the editor under Office Tools.

Thanks it really helped! Is there any way to centre the top column vector for example when the top one is 'a' and the bottom one is '-b'?

Each element in the vector is automatically centred in the width of
the widest one. So I assume you're asking for a way to centre the 'a'
over the 'b' in '-b'.

If the example you asked about is what you have in your document, you
can go to Format > Matrix and set the alignment to Right.

The only way I see to align arbitrary expressions is to insert spaces
at the left of the shorter elements until they line up as you want,
using Ctrl+spacebar to insert spaces in Math-style text.
