Master Template for a Powerpoint document

I am trying to create a master template for at least 13 slides in Powerpoint
XP and I am also trying to fix an existing document.

They must have the following

1. A logo at the top left corner
2. A footer at the bottom right for Page Numbering
3. A green horizontal line at least 1" above and below the heading.
4. Links are currently in green. The need to be in blue. The font tag will
not respond.

Using an existing document, how can I fix these issues?

Camtower,
1) Go to View - Master - Slide master. Insert the logo using Insert -
Picture - From file. Adjust if need be, drag in top left corner of the
master.
2) In the master go to View - Header and footer - put a check next to slide
numbers, click on apply to all.
3) Draw a line using the line tool in the drawing toolbar (use shift to make
it straight), click on the line color button in the same toolbar and format
it in green. If you want the line to be 1" inch above/below the title area
use the guides. Right-click master, choose grid and guides, check show
guides. Drag the horizontal guide line so that it touches the title
placeholder, Ctrl+shift+drag with that guide, PPT will indicate the distance
while you drag. draw your line, leave the master slide.
4) In the list of task panes, choose slide design color schemes, click the
edit color scheme link at the bottom of the pane. On the custom tab, click
the color swatch next to accent and hyperlink and accent and followed
hyperlink, choose another color. Click apply button.
