Master Contact List

Is it possible to create a master contact list, so that when a constituent
changes info, all staff have access to new contact without each person
chaging his/her contact list?

Sure, use Public Folders, Global Address Lists or shared folders.

And just to add a tiny bit here - attempt to stop the users from keeping
Contacts in their personal Contacts folder - this way the orgamisation has
the data centrally and you have only a single database to keep up to date.
It sounds like that's what you want.

You'll need to enable each Contacts folder as an Outlook Address book too -
so the To... field finds entries.
