Master Category List

Unless I am missing something, there does not seem to be any way to EDIT a
Master Category. For example, if I want to change the case of the text, or
add or delete taxt, I can't. That ability would seem like a real basic
feature - to be able to edit a list. Add and Delete is not sufficient
particularly if I have already categorized a bunch of tasks and want to
modify that category

Outlook 2007 adds that capability. In current versions, right-click all the items you want to change, then choose Categories.
