Margin Change in Header

I've spent too much time trying to figure out my error so
I'm posting it to the experts.

I set up a header (under Section 1) for a policy manual
that includes a graphic and horizontal text, then added
another text box on a .5 left margin with the names and
titles of 8 people. No problem.

I then made a section break to change the left margin to 2
inches so I could start the policy text.

Things work well until it breaks to a new page. The
subsequent pages cause the complete header to switch to
the new margins even though the header on page 2
says "same as previous."

I want the header on subsequent pages to remain at the .5
left margin.

What am I doing incorrectly?

I think the headers and footers will take on the
left/right margins you've set for each section. "Same As
Previous" just refers to the text in the header. Two
solutions I can think of are:

1. Either format your second header to have a minus 1.5"
left margin

--or--

2. Better yet, create a Style for your policy text that
incorporates a 2" left margin so you don't need to have a
section break.
