Mandatory Profile withour Active Directory?

Can anyone tell me how I can set up a local user with a mandatory profile?
We are not using active director.

First you need to create the profile you wish the user to have.

Rename the ntuser.dat file in this profile to ntuser.man - if you aren't
using roaming profiles then this file would be in C:\Documents and
Settings\<Username>

I tried this, but it doesn't work. I get an access denied message tying to
load the profile, which is actually the administrator profile.

Any more ideas?

Also, will this prevent users from being able to change settings?
 
A normal user won't have the necessary rights to the admin profile.

I know thats for a domain, but just adapt them for a single machine. Post
back here if you have any further questions.

With a mandatory profile the user can make changes to their profile - change
wall paper, screensaver etc but when they log out those settings are
discarded.
