Managing Users on XP Home Edition

HOw do I customize a desktop for a limited user on XP HOme. I wanted to
delete unneeded shortcuts that come with the standard vendor configuration
and it wont let me.

I also installed Yahoo Messenger on my account and when I log into the other
account, it loads automatically yet I cannot change the preferences.
