Managing Large Meetings: Basic Functionality Missing?

[This is either a question or a suggestion. If the
functionality is not present now, then Outlook wasn't
properly tested in the field because it is very clear to
me that it's needed.]

I regularly organize large events to which I invite
several hundred people. Attendance is optional, so many
people don't respond. I send the initial invitation
several weeks before the event and then send out
reminders weekly to those who have not yet responded.
Here's what I need:

1) The ability to easily send a message only to those who
have not yet responded to the meeting invitation.
2) The ability to send these reminders (directly or
indirectly) linked to the initial invitation so that the
invitees need only click on a button to accept/decline,
rather than hunting for the (weeks-old) invitation in
their inbox.

Given that my invitees are all high-level and very busy,
I must minimize the effort required for them to respond,
else I won't get the maximum percentage acceptance I
target. Blocking off the time on their calendars through
the invitation acceptance is key to successfully locking
in their time/commitment.

Ideas?
