Managing GAL Contacts

I need to set up a bunch of contacts in their own OU so they will appear in
our Exchange 2003 GAL. Simple enough, however once this has been done a
colleague of mine will be responsible for managing these contacts - adding,
deleting, editing etc

Is there a way I can enable him to do this without installing or giving him
access to Active Directory Users and Computers and Computers or a TaskPad? I
was thinking he could possibly do this through Outlook 2003 by simply adding,
deleting or editing entries?

I've searched around for a while now but can't seem to find anything similar
to what I'd like to do? Does anyone on here have any experience of doing this
or know how it can be done?

No, you can't edit GAL contacts with Outlook. There shouldn't be any reason not to let him use ADU&C, since the only thing he has permissions to is that container, right?

In any case, this might be a question better posed in the microsoft.public.exchange.admin group.
