Manage Personal Folders

can you tell me what is the best way to manage Personal Folders?
Can you recomend any software?

Maybe i explained it wrong.

When i am writing an email and click "TO" to choose an address i get the
window with Outllook Address Book. Under it i see 2 folders: "01" and
"Contacts"
This "01" folder has no contacts in it. I have no idea how it was created
and i want to delete.

In my contacts folder i have a folder there which i can't delete. There are
no contacts there and i can only see it . Then i get to Folders
