Has anyone any idea why I have an option to manage add ons in tools on
internet explorer, and a friend does not? How does he get it on his pc? XP

Two possible causes: Registry corruption and spyware.

To restore your Toolbar, right-click the mouse button on any open area of
the Toolbar. You should see a list of tool bars, click on Standard Buttons
and see if this restores your toolbar.

You have Service Pack 2 installed on your system and your
friend doesn't.

Windows XP Service Pack 2: What's New for Internet Explorer and
Outlook Express

If you're curious, have your friend right click My Computer and
select Properties from the menu. The installed service pack
level will be displayed on the General page. Or, go to Start ->
Run enter winver in the Open box and hit the OK button.
