making progam files rivate to all users buy admin

After i installed some programs on my computer i decided to make some limited user accounts. I'm trying to make my programs private, but they still have access to programs through the start menu . Is it because i loaded them before i made the limited user accounts? do i have to uninstall everything and create the user accounts first? i have the programs private under the owner file, but there's an "all User" folder i can't make files private in. Hopefully this isn't to confusing

Hi,

You need to set permissions on the program folders themselves to block
access.
