Making folders private in Windows XP

I had a FAT32 file system, converted to NTFS. I made the folder private, but
when I reboot, it is no longer private and other users can access y
documents. Is there a way to stop this?

IMHO, the best way to carve out a private area on a shared computer is
to use the freeware "Truecrypt". It creates a virtual disk that mounts
with a passphrase. Once mounted, you can freely access it like any
other disk. When dismounted, it exists as an encrypted container file
on your disk and is not accessible by anyone without the passphrase.
