making and alert

i have a question for anyone who can anwser it i am making
a database and i need to be able to have and alert wave or
something that will remind me to send someone for training
or something link that

Do you want to send an alert when a value changes, or
enter a date & time at which an alert is to be sent,
keeping the database open all the time and running a
query on a schedule looking for values that corespond to
the then curren date and time?
