Let me recommend to look at 'patchwork':
http://mypage.bluewin.ch/gael/patchwork.html
freeware download 1,67 MB - examples on that site; you need a lot of pix
in one folder and it can be a few hours work ...

[At http://voymaster.adultbouncer.com/ there is a link to updates on the
right side where a down loader gets a folder with more than 6.300 pictures
in one folder called 'updates', half of them thumbs of course, but with
only 300 html files to delete. Ideal for patchwork - the files are not too
big.]

Would depend on the type and size of collage this person wants to create.
I used the gimp to make one for one of my home pages and it took
minutes, totaled about 15 pics, saved as a picture format (jpg, png
etc). Didn't have to save pics to any folders because the end result is
one image.
