Making a accurate Template

I am trying to make an accurate template for word for 2 CD's .
I would like to be able to draw two circles, each exactly 11.7 cm and with
exact spacing between them.
The templates that I have do not have the exact spacing between the circles,
and as they are entered into the Document header as a drawing, well you can
only move the two shapes together and not against one another. Avery J8676
is very near to what I want, but not smack on and I don't know how to alter
it.
All help will be greatly appreciated,

Word is a dreadful program for making CD labels and it may not be a good
idea to stick labels on CDs that are used to store data because the very
high rotation speed of the PC's CD reader will emphasise any out of balance
forces present when inevitably the label isn't accurately placed on the
disc. This is bad enough for audio CDs but for data the rotation speeds are
much higher. The result can be damage to the player.

However, there is no difference between drawings placed in the header or on
the document page. You can move drawings, with their layout properties set
to behind text, independently of one another. Getting the two circles and
your printer to line up with the label sheet will be fun and probably
wasteful (though you should practice on plain paper).

A proper label printing application such as Surething CD Labeller will
produce far better results much more simply. Your CD writing software, such
as Nero may also print labels, or you could use Publisher - almost anything
but Word :(

Graham,
Thankyou for your reply, especially the note about Word :( , this is
something I will look at.
Your remark about dynamic balance is much in my thoughts, I have only chosen
to use a paper print label system for some old disc, and in regard to a
stack of new unused CD's which are not printable. All disc I now buy are
printable and the new printer (name not to be trumpeted here) is an absolute
dream to make up labels which print direct to the disc surface. Also I
gamble that the Data disc that I so mark with a paper label, are rarely
used.

To return to the original question, however, if the two circles are anchored
to the header and can't be moved relative to each other, then they are
probably grouped. Have you tried ungrouping them?

Suzanne, thankyou for your reply.
I did reply earlier but it has got lost somewhere.
You have hit on the problem I think, but how do I ungroup the two circles in
the file header. I cannot see another file such as a Jpeg etc, else I would
open and mod the file.

View | Header and Footer. Select the two circles. If they're grouped, you'll
see a Grouped icon at the bottom right (two overlapping squares with four
sizing handles). If so, you can use Draw | Ungroup on the Drawing toolbar.
The command is probably on the right-click menu as well.
