Make Windows stop with the help pop ups

When I put the mouse over any file, program icon, start button, favorites in
IE etc. I get these pop ups that are supposed to help me.
I NEVER look at these things they are more annoying than anything else.

Is there a way to make this stop?

Open either MyComputer or Explorer.
On the Menu bar click Tools > Folder Options... > View tab.
Uncheck "Display file size in folder tips" and "Show popup description for........".
Click Apply > Ok.

nice tip..!

have any ideas about
disabling the other annoying ones
like hints and balloon hints

any ideas?

That's great and it took care of part of the problem.
I'm still getting these "help" popups when I put my mouse for example over
the Send, Undo and Spelling buttons in this program, using OE, and other
programs.
But it is gone from my Favorites and desktop items that's great.

Is there a way to get rid of the other stuff too?
