Make outlook validate addresses against the GAL first before perso

Hello,

Is there any setting (registry / group policy) to force outlook to validate
addresses against the global address lists (regardless of the settings in the
users mail profile) before the address is verified against the personal
address book?

Assuming you mean that the site wants to control the address book settings
found at Tools > Address Book > Tools > Options, then no.
