Make cursor an Arrow, not a cross

Somehow my cursor has turned into a cross, not the usual arrow, so I can't drag and drop! How do I turn it back to an arrow?
 
If you have Excel 2002, or later version, when you select a range of
cells, and point to the selection border, the pointer changes to a
four-headed arrow. When you see that, drag the selection to a new location.

In earlier version, the pointer changed to an arrow.

To enable drag and drop, choose Tools>Options
