I decided to replace the card. I got a cheap nVidia
Geforce 3 on eBay for $13, which is the same card I had. This indeed fixed
my problem. So, fortunately I am back up and running.

You can't POSSIBLY have fixed the problem. You never blew on
your multimeter with a hair dryer.

Sorry it took so long to respond. I am also sorry to have seen so much
disagreement arise over my problem. All of your comments were valuable to
me and had merit. I very strongly suspected the video card. I was
certain that the fan quit working on it and the card was overheating.
That actually was not the case. I decided to replace the card. I got a
cheap nVidia Geforce 3 on eBay for $13, which is the same card I had.
This indeed fixed my problem. So, fortunately I am back up and running.
