I decided to replace the card. I got a cheap nVidia
Geforce 3 on eBay for $13, which is the same card I had. This indeed fixed
my problem. So, fortunately I am back up and running.

You can't POSSIBLY have fixed the problem. You never blew on
your multimeter with a hair dryer.
