Major Monitor Problems...

I recently reformatted my computer, it really needed it. Once the
reformatting was done, and I could get back on my computer to download
updates and reinstall things and such, my computer's resolution was 'stuck'
on the medium resolution (medium was the only option to choose from), I was
hoping after I downloaded all the updates, including service pack 2, the
problem would correct itself. It didn't. Once restarting after the
downloading and installing of the last of the updates, the resolution was
then stuck on the lowest (now lowest was the only option). I was never able
to change it to the normal high resolution, or once it was stuck on the
lowest, able to change it to medium. I tried all the troubleshooting fixes
Windows gave me, and the last one royally messed everything up. I cannot get
on at all. I will reboot my computer and the farthest I can get is to the
black screen with the Windows logo and the little loading bar. After that it
just turns black, and nothing else happens...I've kept it at this state
hoping something would happen and nothing does. I also have tried to boot up
in safe mode, and it won't allow me to do that either, the black screen with
all the white codes and letter will come up, and then just stay there. I have
no idea what to do...is reformatting again my only option?

After a format and reinstall you need to install the mobo chipset and other
hw drivers for your system.
These may have been supplied on cd with your PC, or are obtainable from
either hw manu sites or PC site in the case of a major OEM, eg Dell, or
Laptop manu.
As it is you could try a repair installation

Then install the drivers, do NOT rely on default win drivers or use
winupdate for drivers
