Major Browsing Problems

I hope that someone might be able to help me out here because this problem
I'm having is really begin to affect my work.

I have IE6 on Windows 98SE. Recently, after I upgraded my motherboard, my
IE6 has been hanging for about 30 seconds intermittently while browsing then
it acts normal for a while then it hangs for 30 seconds, etc. This also
happens with my Microsoft Outlook Express (which lately has been getting
about 50 emails talking about a Microsof Security update and my Spam Blocker
will not catch it. That's another story all in itself though). This doesn't
happen when I'm playing games. Only when I'm browsing or checking mail.

I have Ad Aware 6.0 and have run it several times thinking that there was
some type of program downloaded to my computer like Gator or something. I've
tried to see what the problem may be in my registry using RegCleaner 4.3 and
looking through my IE, Windows, Drivers, and System directory though I'll be
honest in saying that I only have a general idea of what to look out for.

Is this a browsing problem or should I be looking for something else?

This doesn't do me any good if I don't know what to look for to turn off.
I'm still having the same problem.
