Mailto in IE not opening Outlook

WHen clicking on a mailto link in IE, the user gets the
message 'The object cannot be found'.

Is Outlook set as the default email client?
Are there any other Web Browsers installed?
 
Yes, Outlook is the default. I don't think there are any
other browsers installed. I will check.
