mailto function in a page opens as a blank email

I have created a mail to form/internet page.
On 90% of computers, when one clicks submit, explorer's default email
program (such as outlook 2002) opens, and the mail message appears with all
form data.
However, on some computers, when one clicks submit, and explorer's default
email program opens, the mail message is blank, except for the 'to' address.
Any solutions?

It does seem that the problem has, so far, only occured in Outlook 2002.

is there any common thread - like the same default mail client?
