Mail won't send 0x800CCC0F

I've read some of the other messages but my problem appears different.

I am running XP professional - sp2, Outlook 2003, Norton Antivirus,
windows firewall

My isp is Cox. All my mail to Cox addresses send and receive FINE. Mail I
try to SEND using email accounts from my domain on a Hostway server will not
SEND and I get the error message. I can however RECEIVE mail from the hostway
accounts. This problem started a week ago and is not intermittent.

If I use Thunderbird email program on the same machine I am able to
send/receive successfully from any of my addresses.

I have used outlook 03 successfully without this problem for over a year
previous to this. It has also worked fine since I loaded XP sp2, a couple of
months ago. The problem appeared suddenly.

I have checked account settings, deleted the email accounts and created new
ones.

I have machines at work running xp with outlook03 and I don't have the
problem there. I wonder if my outook installation is damaged on this machine.

Dave,
I have the same scenario. Except, I can send from OE just not Outlook. It
has been working fine since SP2 was installed. I use McAfee and not Norton.
The baffling part is that it works through OE. Did you ever get resolution
and if so, what was it?
