mail stays in Outbox but still sends!

Using Outlook 2000. Working fine until 2 days ago. Now, all outgoing mail
stays in outbox but yet the recipients are receiving them. So it is sending
them but leaving them in the outbox. They are still marked as unread. I
have no rules that would affect outgoing mail. I have disabled virus
scanning on outgoing email in Norton Antivirus. I have closed/restarted
Outlook and windows with no luck. I have run SCANPST. I have no other
plug ins. I don't know what else to do but I need to fix this soon.

Try creating a new mail profile using a new .PST and see if that takes care
of it. There could be a problem with your .PST that is preventing messages
from being moved to the Sent Items folder.

Make sure you disable mail scanning, especially the outgoing mail scanning,
in your antivirus program. Lengthen the server timeout value on the
Advanced tab of your account properties. Increase the Send/Receive Group
interval.

I have the same problem, 2007, no virus program installed. It is with
every email account I have.
